Ellen brings over a decade of experience supporting public sector organisations to deliver sustainable change. Her background spans the design and delivery of learning and capability strategies, large-scale programme implementation and organisational leadership within complex, regulated environments. She has a strong end-to-end understanding of how learning, behaviour change and adoption can be embedded as core components of successful transformation.

Prior to joining BIP UK, Ellen held senior leadership roles delivering high-impact public sector programmes and overseeing organisational performance, commercial delivery and strategic growth. She has extensive experience independently bidding for, winning and delivering public sector contracts, and is recognised for creating innovative, scalable learning solutions that drive measurable outcomes for clients.

Ellen’s appointment builds on a long-standing relationship between BIP and Enlighten Training & Development, where she previously worked closely with BIP teams on major public sector initiatives. Having already collaborated with BIP colleagues across complex transformation programmes, Ellen was drawn to the firm’s values, its people-centred approach and its focus on delivering lasting impact.

At BIP UK, Ellen will initially focus on supporting key public sector transformation programmes, while also contributing to the continued development of BIP’s learning, capability and change offer. She will work closely with colleagues across the Change practice to help ensure that workforce capability, adoption and performance are embedded throughout the transformation lifecycle.
